From the sources at my disposal and also the ACCA’s website I myself was unable to get any clear answer about the minimum age especially. From the minimum requirement document that ACCA have on its website, it is not saying anything about the minimum age criteria rather it is stating stating minimum requirements in form of qualifications one should have to get registered in ACCA.
For Pakistan, for instance, the document states this:

2 passes at GCE/VCE A Level (grades A-E) plus 3 passes at GCSE/Vocational GCSE/GCE O Level (grades A-C or 1-6) in 5 separate subjects including English and Mathematics.(Intermediate Examinations/ Higher School Certificate at 50% or above can be accepted as a substitute for O Levels) | Sufficient for Registration |
Bachelor (Pass) | Sufficient for Registration |
BComm (2 years) | Sufficient for Registration |
So, until I get a reply from ACCA as I will be writing to them about this to have clear answer, you should refer to the above table and if you hold or fulfill these conditions then you can register yourself in ACCA.
